Promoting Inclusion of Persons with Disabilities in Social Protection and Employment Programs - (P145468)
Promoting Inclusion of Persons with Disabilities in Social Protection and Employment Programs (P145468) (2018-2021) - aimed to address the multiple gaps, and to support the Government of Haiti’s efforts to identify, register, train, and support persons with disabilities to access meaningful jobs. To identify persons with disabilities in Haiti and improve targeting by government programs, the project team developed a survey instrument based on recommendations of the Washington Group to capture information on persons with disabilities and include them in the national social registry SIMAST. The survey instrument was adapted to the local context and Creole language. The enumerators were trained in sign language, and the methodology allowed for proxy interviews to accommodate some of the impairments.
To facilitate registration into the social registry, BSEIPH introduced several innovations, including a new registration card for persons with disabilities with a unique ID (which can be used to access social services in the future), a strong media presence to encourage enrolment (through radio, Twitter, newspapers, Facebook, and posters see example on the left), and piloting of self-registration using kiosks, either in-person, via dependents or organizations that support persons
with disabilities. As a result, 53,453 persons with disabilities registered in the national registry.
